How this works: each upgrade's cost and prerequisites come from the game's tech tree. A tier opens once you have unlocked enough upgrades (tier 2: 12, tier 3: 30, tier 4: 50, tier 5: 65), and every upgrade counts as one unlock, so the unlocks that open a tier have to come from the tiers below it.
